Carol Frost is an experienced public-library executive and technology leader serving as Executive Director of the Peninsula Library System and CEO of the Pacific Library Partnership. Since 2017, she has guided regional library collaboration, shared services, and strategic initiatives for member libraries across the San Francisco Bay Area.

Her career spans executive leadership, information technology, collections, literacy, youth services, and branch operations. Previously, she served as Deputy County Librarian for Information Technology and Collections at Santa Clara County Library District, managed multiple service divisions for San Jose Public Library, and led IT operations at Peninsula Library System. Carol holds a Master of Library and Information Science from San Jose State University and a bachelor’s degree in English from Sonoma State University.
