Brett P. Hoyer is an information technology and cybersecurity leader who serves as IT Manager for Santa Cruz Public Libraries. He leads technology operations, strategic planning, cybersecurity awareness, vendor coordination, project delivery, and team development to provide dependable, secure, and user-centered technology for library staff and the community.
Before joining the library system, Brett spent 20 years in the U.S. Navy leading IT, cybersecurity, and communications operations in mission-critical environments. His background includes enterprise IT strategy, security governance, SOC and incident-response leadership, Zero Trust implementation, risk management, network modernization, virtualization, compliance, and continuity planning. He has led cross-functional teams, global deployments, and large-scale technology initiatives supporting secure operations across complex organizations.
Brett holds a master’s degree in Computer Science from National University and a bachelor’s degree in Computer Science from the University of Maryland Global Campus. His certifications include CISSP, CISM, CISA, PMP, PMI-ACP, CCNA, CompTIA Security+, CySA+, and Server+.
